COMMISSIONING AND STARTUP (CSU) HSE ADVISOR

Overview:

The job of the CSU HSE advisor is to provide essential HSE Support to the Operations Superintendents during the CSU phase of operations. The HSE Advisor will report to Operations Safety Coordinator.

Responsibilities:

  • Be a leader in HSE by leading by example, encouraging near miss reporting and insisting on high standards of performance.
  • Supporting management visibility by either scheduling management tours or accompanying managers during their tour.
  • Conduct unit audits and inspections which include physical conditions inspections and audits of the critical components of the Management System. These include permit to work, energy isolations, FLRA’s compliance to the SIT plan and life safety critical equipment audits.
  • Provide guidance regarding the Safe Work Rules and Safe Work Standards.
  • Advise the Operations Superintendent regarding HSE issues that arise in his/her area of responsibility.
  • With direction from the ER Coordinator and the Safety Coordinator, locate and have installed all of the owner’s safety equipment such as SCBA, fire extinguishers, foam carts, hose cabinets, etc.
  • Assist operations in developing the weekly safety equipment check lists.
  • Maintain/clean sanitize RPE as required. Fill SABA/SCBA equipment as required.
  • Lead/participate in incident investigations occurring in the area as required by the Incident Investigation Standard. The extent of participation will depend on severity.
  • Lead Critical Task Analysis activities as they arise.
  • Participate in work planning such as catalyst loading or any other CSU high/medium risk activities from the HSE perspective.
  • Participate in contractors Safety Meetings and Tool Box Talks periodically (as approved by the contractor), to bring the client's message to the workforce.
  • Assist the ER Coordinator in organizing and conducting ERT Drills.
  • Provide effective Safety Observation process oversite (4.7.1 Occupational Safety Manual)
  • Participate in safety program reviews (4.9.2 Occupational Safety Manual)
  • Participate in the review of Safety Integration Plans (4.9.3 Occupational Safety Manual).
  • Participate in contract reviews.

Required Qualifications, Skills and Experience:

  • 15 years of experience in HSE
  • 10 years of experience providing safety services in a running plant environment
  • NCSO and OH&S certification preferred

COMMISSIONING SUPPORT OPERATOR / PERMIT WRITER

Overview:

The Commissioning Support Operator will provide a hands-on active role in the control of field work hazards during post construction completion pre-commissioning, commissioning and start-up of new equipment and process systems.

The Commissioning Support Operator will initially work a day-shift schedule that may transition onto a 12-hour, rotating, day/night schedule during the commissioning and start-up phase.

Permit Writer position(s) are required for the following units:

  1. Utilities/Wastewater/Sulphur Units
  2. Tankfarm/pipelines
  3. Crude and vacuum Unit
  4. LC Finer Unit
  5. Hydroprocessing/Light Ends Unit
  6. Gasification Unit

Responsibilities:

  • Issue work permits to maintenance craft and facilities contractors for piping & equipment repairs and alterations ensuring work is safe to commence;
  • Responsible to identify all operational preparations (e.g. isolations) required prior to work commencing;
  • Ensure Work Permits are clearly reflective of what precautions needed to be taken during the work, including use of safety equipment and Personal Protective Equipment (PPE);
  • Ensure the Permit Requestors work package is complete with required supporting information to safety execute work;
  • Supports CSU field commissioning activities;
  • Plays an active role in the commissioning and start-up of new equipment and process system (when deemed qualified);
  • Collaborates with other Team Members, providing input into the development of a comprehensive, commissioning and start-up plan;
  • Support the auditing and monitoring of safe work rules and standards at a Unit/field level;
  • Maintain daily shift permit logs and perform proper shift handover as required;
  • Maintain, file, and stores hard copy materials as per client procedures;
  • Attends monthly safety meetings for Unit assigned to
  • Make recommendations to improve the reliability, safety and quality of plant operations;
  • Other duties as assigned.

Required Qualifications, Skills and Experience:

  • Previous experience as Commissioning Support Operator
  • Permit writing experience in one or more of the above specified units
  • Previous experience in Refinery/Upgrader pre-commissioning, commissioning and start-up activities;
  • Willing to be trained, understand, and follow client's Safe Work Rules and Standards applicable to the job
  • Willing to work a rotating shift schedule including nights, weekends, holidays;
  • Able to climb ladders and stairs;
  • Willing to work outdoors in inclement weather;
  • Effective communicator verbally and written;
  • Must possess a valid driver's licence (abstract of driving record required).
